Personality:
Most people's first impression of Papyrus is that he is very... energetic. Papyrus puts 110% into everything he does, even if he lacks any special talents. He's naturally loud, he gestures widely, and he's been known to jump through closed windows to make a quick getaway. He carefully lays out his plans well beforehand and practices what he wishes to be good at as much as possible. He can get easily annoyed at laziness or procrastination, especially that of his brother, although he never gets truly angry. Papyrus plans well ahead and doggedly pursues his goals without looking back. When he asked Undyne to let him be part of the Royal Guard (at midnight), he waited outside of her door all night just to receive an answer. He is an extremely dedicated person. He even despises things such as naps so much that he barely sleeps at night, calling Sans' sleeping at night "napping for 7 hours".
Another obvious aspect of Papyrus is his extremely high self esteem. He holds himself in high regard, calling himself "the great Papyrus" and complimenting himself with ease. His high self esteem means that he can bounce back from slights and setbacks instantly, hardly wasting any time feeling sorry for himself. Though, his ego is never at the expense of someone else. His entire philosophy is that everyone is great, and everyone should feel that they are as great as they are. Papyrus believes that every single person has good in them, it's just that in some cases there are things stopping them from finding that good. Papyrus strives to help everyone find their goodness, going so far as to "spare" the player on a no mercy route, essentially walking headlong into his own murder. Lastly, his ego is not to the point where he thinks he can do no wrong. It's not difficult for him to apologize and own up to any mistakes he makes.
Papyrus, as you may be able to tell, is very naive. He can be observant (especially when it comes to his brother) and he's not foolish, but he is very innocent and assumes the best out of everyone. Undyne comments that she can't let him into the Royal Guard because after he was told to capture Frisk, he ended up befriending them instead, which is behavior that can be dangerous in situations where a person means him harm. Papyrus is always careful never to seriously hurt anyone, as in his boss fight it is impossible to die to him. If their HP gets too low, Frisk always wakes up "captured" in a cage with bars so far apart they can be easily walked through. As a result of his naivete, his goals tend to skew simple. He wants to be part of the Royal Guard more than anything, and also wants to have lots of friends. His dream of being on the surface is to drive a nice car down a highway.
Despite being naive, Papyrus actually happens to be quite knowledgeable about things that he is interested in, going into great detail on different types of pasta at some point in the game (available if you keep calling him in Hotland). He may not know a lot about a lot of things, but he does know a lot about a few things. His interest in pasta only leads him to knowledge on the theoretical level, unfortunately. In practice, his spaghetti still needs... a little work.
Papyrus is an endless optimist. More than simply expecting the best from people, he expects the best out of life in general. He's not clueless as to how the world can be sometimes, but he thinks positive and keeps a bright outlook on things. He truly believes that hard work and dedication are all that he needs to get what he wants out of life, even if the goal seems impossible.

Abilities:
As a monster, Papyrus is a magical being. He is literally made of magic! Aside from just generally walking and talking despite being only a skeleton, Papyrus can summon bones that vary in size from very small to gigantic that he can propel as a form of attack. He can also summon blue bones, which only hurt if his opponent moves when the bones touch them. Lastly, he can turn SOULs blue, which makes them very heavy, limiting their movement.
Aside from magic, Papyrus is very skilled at putting 110% into everything he does. He always goes all out, no matter what the project is. He is extremely hardworking, and once he sets his mind on something he simply will not stop until it is achieved. This applies to anything from attempting to join the Royal Guard, to cooking spaghetti, to being a good friend.
Flaws:
To be completely honest, Papyrus' flaws tend toward the "pure" side of things. He's a very innocent type of person, and doesn't even really get angry, only annoyed at laziness. He sees only good in people. If anything, his major flaw is that he is too innocent and naive, and can end up getting hurt as a result. He's so incredibly genuine that I can't really take an aspect of him and call it chaotic or evil, even in the smallest way. So I imagine Papyrus would be one of those few exceptions to the rule.
